The house will appreciate that it is impossible to draw up an exhaustive list of the articles for which it may be necessary for the controller to grant in future compulsory licences so that articles are produced and made avaialble to the public at lowest prices consistent with the patentee deriving a reasonable advantage from his rights under the patent. Sir, clause 2 of the bill is intended to enlarge the scope of the existing section 23 of the Indian patents and designs act, 2001 so as to include insecticides, germicides etc. Infrastructure and creation of additional infrastructural facilities have been achieved in a transparent manner in various infrastructural backward States like Orissa. This programme apart from a media hype could not succeed in generating a synchronized approach to converge the benefits of this infrascturture building initiative with various other development oriented programmes already in operation in rural areas like, programmes for alleviating poverty, generating gainful employment, ensuring social social security, enhancing standards of health, hygiene, sanitation and education. This has resulted in under-utilization of resources and corruption. This Budget, instead of hiking allocation under this composite programme could have addressed the problem areas in the implementation and outlined stringent measures towards effective and intended execution. I am painted to state before the House that the plans and policies meant for the million poor have not yielded desired results even after attaining 6 decades of Independence. In the socio-economically backward States like Orissa, assessments of various anti-poverty programmes by the Planning Commission, Government of India indicates that several problems like complex administration, high administrative costs, mis-utilisation of resources, ill-defined multiple objectives, lack in quality and accountability and inadequate monitoring had been the prime reason for the high incidence of poverty in the rural Orissa.
